Sewer Pipe Lining (CIPP) in New Middletown
New Middletown is a village in Springfield Township at the southeast corner of the county, where a small 1800s crossroads along Main Street grew into ranches and colonials from the 1950s through the 2000s on flat farmland. The camera finds Orangeburg and clay under the first postwar streets, settled PVC joints in the newer plats, and septic just outside the village.

A crossroads village that grew into a suburb
New Middletown's oldest homes cluster around the Main Street and Route 170 crossroads and date from the 1800s through the 1920s, on vitrified clay laterals connected when the village sewer was built. The growth came after the war, as Youngstown families moved out to Springfield Township for bigger lots. The 1950s and 1960s streets off Struthers Road and the roads toward Poland have ranches on clay or Orangeburg fiber pipe. The plats of the 1970s through the 2000s on the village edges are on PVC.
Beyond the village line, Springfield Township is a mix of sewered subdivisions and larger lots still on septic. When a sewer extension reaches those roads, the connection is a brand-new lateral, often a long one down a driveway. Inside every house, cast iron runs through the foundation wall, and on the older homes that iron is now scaled and channeled.
Farmland clay, a shallow water table and frost
The ground here is nearly flat glacial till, a heavy clay that drains slowly toward Yellow Creek and its branches. The water table is high in spring, trenches stay wet, and frost reaches 36 inches in a normal winter. On old clay, the freeze and thaw opens joints. On Orangeburg, it crushes the pipe oval. On the newer PVC, the wet backfill consolidated unevenly after the plat was built, and the pipe settled into shallow sags or pulled apart at a glued joint.
The trees in the postwar streets are silver maples and pin oaks, now mature, and their roots enter clay joints, the seam at the foundation and any opened plastic joint. In the newer plats the trees are smaller and roots matter less; standing water in a belly is the usual camera finding there. Old farmstead maples and willows along the creeks reach laterals near the edges of town.
Choosing the fix
Cured-in-place pipe lining handles round clay, cast iron and PVC with cracks, roots and pulled joints. After hydro jetting and root cutting, the installer inverts or pulls an epoxy-saturated felt liner through the pipe and cures it with hot water, steam or UV. The liner is continuous and sealed, keeps groundwater out of the sewer, and is installed from one access point with no digging in the yard.
Oval Orangeburg is a pipe bursting job: fused HDPE pulled through between a pit at the house and a pit near the main. A deep belly in a PVC line is the other case lining cannot cure, because a liner follows the sag; that section is burst or excavated and regraded before the rest is lined. For a septic conversion on a township lot, bursting or a similar pull-in method can install the new lateral along a long driveway without a trench. One failed joint on an otherwise sound line is a sectional point repair.
Village, township and county permits
Inside the village, the Village of New Middletown issues the lateral permit and reviews the open pit or the post-installation video, and it also permits any opening in a village street or sidewalk. In the sewered parts of Springfield Township, the Mahoning County Sanitary Engineer permits and inspects, and the township or county engineer handles road openings. The owner is responsible for the lateral to the main in both cases.
A septic abandonment brings in the county health district, which signs off once the new lateral is connected and inspected. Lining from the house end usually avoids the right-of-way permit. Bursting with a pit near the road requires it. Ask the contractor which office applies to the address before any work is scheduled.
What the day looks like and who to hire
The crew runs the camera, locates and marks the lateral, records depth and the water level where a pit would go, jets the line and inspects again before committing to a method. The liner cures over a few hours with the house unable to drain. Bursting takes a day or two with the pits and, in wet ground, a pump. Both end with a video of the finished line from house to main.
Ask how the contractor would handle a belly, since on New Middletown's flat ground that is the question that matters. Ask for the before and after videos, the material specification and the warranty. To compare installers who serve the village and Springfield Township, find a verified CIPP contractor and request a camera report from each before deciding.

How cured-in-place lining works
A felt or fiberglass tube is saturated with resin, pulled or inverted into the cleaned host pipe, pressed against the wall with air or water, and cured with hot water, steam or UV light. When it hardens you have a new, jointless pipe inside the old one. The liner takes up a small amount of diameter, but its smooth wall flows better than corroded cast iron or offset clay. Lateral liners are typically rated for a 50-year service life.
What has to happen first
A camera inspection to map the line and every branch connection, hydro jetting to strip roots and scale so the resin bonds to clean pipe, and measurement so the liner is cut to length. After the cure, branch connections are reopened from inside with a robotic cutter and the line is filmed again.
When lining is the right fix
- Root intrusion at joints, longitudinal cracks, small offsets, pinholes or channeling in cast iron — on a pipe that is still round and holding grade.
- Lines under slabs, driveways, mature landscaping or streets, where the cost of a trench is mostly the cost of restoring what is above it.
- Coastal and high-water-table lots where an open trench means dewatering and shoring.
When it is not
Collapsed pipe, bellies that hold standing water, and lines that were undersized to begin with. A liner follows the host pipe's shape, so a bad shape stays bad. Those lines get pipe bursting or a spot replacement. Under-slab cast iron with several tight bends usually gets a spray-applied liner rather than felt.
Questions worth asking
What resin system and cure method will be used, what the liner's rated life is, whether the branch connections were counted, who pulls the permit, and whether you will receive the before-and-after video. A contractor who does this every week answers all five without hesitation.

Questions we hear in New Middletown
Who is responsible for a sewer lateral in New Middletown?+
The property owner, from the house to the public main. The Village of New Middletown administers sewer service inside its limits and issues the lateral permit. Outside the village in Springfield Township, sewered areas fall under the Mahoning County Sanitary Engineer, and septic systems are regulated by the county health district.
Why do New Middletown laterals settle?+
The village was built on flat farmland with heavy clay that drains slowly, and the water table sits high in spring. Trenches dug in that ground stayed wet, backfill consolidated unevenly, and even plastic pipe settled into shallow sags and pulled joints over the decades.
Lining or bursting for a New Middletown home?+
Lining when the pipe is round, which covers most clay, cast iron and PVC here. Bursting for oval Orangeburg on the 1950s and 1960s streets or a deep belly that must be regraded. A septic-to-sewer connection is a new lateral, and trenchless methods can install it without trenching a long yard.
How much disruption is involved?+
Lining uses one access point and is done in a day, with the house unable to drain for a few hours during the cure. Bursting uses two small pits and takes one to two days. The lawn, driveway and sidewalk are left intact, and a wet pit may need a pump running.
What does it cost and when can it start?+
Most jobs start within days of the camera inspection and permit. Price follows length, depth, pipe material and condition, and whether a pit sits in wet ground or the right-of-way. Long township laterals cost more than short village ones. A video inspection comes first. Estimates are free; call now.
